Each married business owner in a community property state who applies for 8(a) certification must provide the SBA with a transmutation agreement to prove unconditional ownership of 51% or more of company shares.

When the SBA asks you for “certification there has not been any changed circumstances since your original application to make you ineligible to participate in the 8(a) program,” use this form.

SBA Form 1010C Business Plan - MS Word Format
After you get 8(a) certified, you must provide the SBA with a business plan and then update that business plan annually.
You can use your own business plan format, but the SBA recommends that you use this form instead—the SBA Form 1010C—to make the business plan review process faster.
